A Virginia notary should either be considered a resident of Virginia or perform in Virginia, and is also approved to accept signatures, get oaths, and certify copies of non-federal government paperwork which are not in any other case offered, e.g. a notary cannot certify a copy of a birth or death certificate since a certified duplicate of your doc
